NOAA confirms wreck is lost 19th century U.S. Coast Survey steamer

More than 153 years after it was lost in a violent collision at sea, government and university maritime archaeologists have identified the wreck of the ship Robert J. Walker, a steamer that served in the U.S. Coast Survey, a predecessor agency of NOAA.

The Walker, while now largely forgotten, served a vital role as a survey ship, charting the Gulf Coast ? including Mobile Bay and the Florida Keys ? in the decade before the Civil War. It also conducted early work plotting the movement of the Gulf Stream along the Atlantic Coast.

Twenty sailors died when the Walker sank in rough seas in the early morning hours of June 21, 1860, ten miles off Absecon Inlet on the New Jersey coast. The crew had finished its latest surveys in the Gulf of Mexico and was sailing to New York when the Walker was hit by a commercial schooner off New Jersey. The side-wheel steamer, carrying 66 crewmembers, sank within 30 minutes. The sinking was the largest single loss of life in the history of the Coast Survey and its successor agency, NOAA.

“Before this identification was made, the wreck was just an anonymous symbol on navigation charts,” said Rear Admiral Gerd Glang, director of NOAA’s Office of Coast Survey. “Now, we can truly honor the 20 members of the crew and their final resting place. It will mark a profound sacrifice by the men who served during a remarkable time in our history.”

Built in 1847, the Walker was one of the U.S. government’s first iron-hulled steamers, and was intended for the U.S. Revenue Service, the predecessor of the United States Coast Guard. Instead, the Walker and some of its sister steamers were sent to the U.S. Coast Survey.
Admiral Robert J. Papp, commandant of the Coast Guard, said that Walker represented the transition from sail to steam for government vessels, “reflecting the enduring need of the United States to harness the power of new technology to promote its maritime interests.”

“Coast Guardsmen are always saddened by the loss of life at sea and especially so when those lost were working to make the lives of other mariners safer by charting the waters of the United States,” Papp said.

The U.S. Coast Survey is NOAA’s oldest predecessor organization, established by President Thomas Jefferson in 1807 to survey the coast and produce the nation’s nautical charts. In 1860, as the Civil War approached, the Coast Survey redoubled efforts to produce surveys of harbors strategically important to the war effort along the Gulf and Atlantic coasts.

The New York Herald, in reporting the Walker’s loss on June 23, 1860, noted that a “heavy sea was running, and many of the men were doubtless washed off the spars and drowned from the mere exhaustion of holding on, while others were killed or stunned on rising to the surface by concussion with spars and other parts of the wreck.”

NOAA is able to confirm the identity of the Walker using various criteria, including the ship's unique paddlewheel flanges.

The Walker wreck site initially was discovered in the 1970s by a commercial fisherman. The wreck's identity has been a mystery despite being regularly explored by divers. Resting 85 feet underwater, the vessel’s identity was confirmed in June as part of a private-public collaboration that included research provided by New Jersey wreck divers; Joyce Steinmetz, a maritime archaeology student at East Carolina University; and retired NOAA Corps Capt. Albert Theberge, chief of reference for the NOAA Central Library.

While in the area to conduct hydrographic surveys after Hurricane Sandy for navigation safety, NOAA Ship Thomas Jefferson sailed to the wreck site and deployed its multibeam and sidescan sonar systems. Hydrographers searched likely locations based on analysis of historical research by Vitad Pradith, a physical scientist with NOAA’s Office of Coast Survey.

A NOAA Maritime Heritage diving team, on a separate Hurricane Sandy-related mission in the area, was able to positively identify the Walker. Key clues were the size and layout of the iron-hulled wreck, and its unique engines, rectangular portholes, and the location of the ship, which was found still pointing toward the Absecon lighthouse, the final destination of a desperate crew on a sinking vessel.

“The identification of Walker is a result of excellent collaboration with the local community,” said James P. Delgado, director of maritime heritage for NOAA’s Office of National Marine Sanctuaries. “We look forward to working with our local partners to share Walker’s story with the public in a manner that both promotes educational dive tourism and protects this nationally significant wreck and gravesite.”

NOAA’s intent is not to make the wreck a sanctuary or limit diving, but to work with New Jersey’s wreck diving community to better understand the wreck and the stories it can tell.

“We want to enhance the dive experience and support the dive industry with enhanced access to this wreck,” Delgado said. “New Jersey is home to some of the most accomplished wreck divers who not only understand history and wrecks, but who have also been in the forefront of wreck exploration. We look forward to working with them on the Walker.”

Weather Service Confirms Seven Fall Tornadoes Hit Virginia (ContributorNetwork)

Rare falltime tornadoes hit north central Virginia on Thursday in the midafternoon as a cold front swept through the state. The Washington Post reports the National Weather Service confirmed seven twisters touched down in Fairfax, Prince William, Louisa, Strafford and Fauquier counties. Four funnel clouds were within 50 miles of the nation's capital. No injuries or deaths were reported.

One twister was seen in the middle of rush hour traffic along Interstate 95 near Fredericksburg. A video on YouTube was uploaded by a motorist stuck in traffic watching the twister go by. The car was stopped on a bridge as the edges of the tornado crossed the highway. Leaves can be seen blowing horizontally and sheets of rain were pelting the car. Fortunately the tornado was weak enough to only blow around small bits of debris and rain.

The only victims of the high winds in Louisa County may have been historic structures. NBC 12 in Richmond, Va., reported a house built in 1746 had the roof blown off and some columns collapse in Sylvania, which is in Louisa County. The plantation house was hit around 3:45 p.m.

Damage reports in New Kent County were more drastic. About 30 homes were damaged in New Kent County and Woodhaven. Hundreds of trees were downed by the tornadoes. The elementary school suffered minor damage.

Louisa County is the same locality that was hit by an earthquake Aug. 23 that caused damage in Washington. After that, Hurricane Irene rolled through. Now a tornado has damaged parts of the county. The recent storm was just the eighth tornado to hit Louisa County since 1950. The area has suffered $18 million in damage yet has not been given any federal disaster aid.

The National Weather Service states deadly tornadoes in Virginia are rare. From 1950 to 1993, there were only two deadly tornadoes in Virginia. Twisters in 1993 accounted for four deaths and 238 injuries.

There still may be more twisters in store for the U.S. The 2011 count is already above average. Taking into account preliminary reports, there have been 1,814 twisters. That's 400 above a three-year average. The record for the most tornado deaths in one year was set in 2011 with 547 deaths, 530 in April and May. There were 160 of those deaths in one storm that destroyed 30 percent of Joplin, Mo.

There may be a spike in tornado activity in later October and early November as warm and cold air clash during the change of seasons. Tornadoes can occur anytime, anywhere, even though the most prominent times are in April and May for the United States.

Mexico confirms 11 dead from Arlene and aftermath (AP)

MEXICO CITY – Mexican authorities have confirmed 11 deaths from Tropical Storm Arlene and the aftermath of floods, mudslides and overflowing rivers in central Mexico and Gulf Coast states.

State civil protection officials say five people in Hidalgo, two young children in Mexico state and a rescue worker and woman in Veracruz were killed. Most died after being buried alive in their homes by mudslides or drowning in heavy currents while trying to cross swollen streams.

The state officials confirmed the deaths Saturday. They are in addition to two people killed in Tamaulipas on Friday.

The Atlantic season's first tropical storm dumped heavy rains for two days since Thursday. Weather reports warned of moderate to heavy rains for the rest of the weekend.

Tepco confirms meltdowns at 2 more Fukushima reactors (Reuters)

TOKYO (Reuters) – The operator of the nuclear power plant at the center of a radiation scare after being disabled by Japan's earthquake and tsunami confirmed Tuesday that there had been meltdowns of fuel rods at three of its reactors.

Tokyo Electric Power Co said meltdowns of fuel rods at three reactors at the Fukushima Daiichi plant occurred early in the crisis triggered by the March 11 disaster.

The government and outside experts had said previously that fuel rods at three of the plant's six reactors had likely melted early in the crisis, but the utility, also known as Tepco, had only confirmed a meltdown at the No.1 reactor.

Tepco officials said a review since early May of data from the plant concluded the same happened to reactors No.2 and 3.

The preliminary finding, which was reported to Japan's nuclear safety agency, represents part of an initial effort to explain how events at Fukushima spiraled out of control early in the crisis.

Also Tuesday, the government appointed Yotaro Hatamura, a Tokyo University professor of engineering who has studied how complex systems and designs fail, to head a committee that will investigate the cause and handling of the nuclear crisis.

The moves came as a team of investigators from the International Atomic Energy Agency began a two-week visit to Japan to prepare a report on the accident to be submitted to the United Nations agency in June.

Some analysts said the delay in confirming the meltdowns at Fukushima suggested the utility feared touching off a panic by disclosing the severity of the accident earlier.

"Now people are used to the situation. Nothing is resolved, but normal business has resumed in places like Tokyo," said Koichi Nakano, a political science professor at Tokyo's Sophia University.

Nakano said that by confirming the meltdowns now, Tepco may be hoping the news will have less impact. The word "meltdown" has such a strong connotation that when the situation was more uncertain more people would likely have fled Tokyo, he said.

Engineers are battling to plug radiation leaks and bring the plant 240 km (150 miles) northeast of Tokyo under control more than two months after the 9.0 magnitude earthquake and deadly tsunami that devastated a vast swathe of Japan's northeast coastline and tipped the economy into recession.

The disaster has triggered a drop of more than 80 percent in Tepco's share price and forced the company to seek government aid as it faces compensation liabilities that some analysts say could top $100 billion.

Japanese trade minister Banri Kaieda said the government would approve the formation of a committee later Tuesday that will make sure Tepco follows through with restructuring plans.

Tepco officials said damage to the No.2 reactor fuel rods had begun three days after the quake, with much of the fuel rods eventually melting and collecting at the bottom of the pressure vessel containing them.

Fuel rods in the No.3 reactor were damaged by the afternoon of March 13, they said.

TSUNAMI

The Tepco officials repeated that the tsunami had disabled power to the reactors and knocked out their cooling capability.

Hidehiko Nishiyama, a spokesman for the government's Nuclear and Industrial Safety Agency, expressed a similar view.

"We don't think the quake affected the important parts of the plant, such as its cooling capacity," Nishiyama told reporters Tuesday, although he added there were still some aspects that needed to be clarified by inspecting the site directly.

That process is likely to make months because of the high radiation readings in areas of the plant, experts have said.

"It could very well be that Tepco is rushing to conclude that the tsunami is to blame to prevent further questions and give more momentum to the nuclear camp. It's not just Tepco, it's the whole nuclear industry, maybe business circles as a whole. It's highly political," said Sophia University's Nakano.

Others said that from a very early stage the tsunami, not the quake, was the likely cause of the overheating and subsequent damage of the reactors at Daiichi.

"As with the other nuclear reactors, such as Onagawa (in northeastern Japan), those at Daiichi deactivated after the quake. It is our belief that it was the tsunami that knocked out power and took out the systems and pumps that cool the reactors, resulting in their damage and radiation leakage," said Kazuhiko Kudo, a Kyushu University professor who specializes in nuclear engineering.

Despite a steady flow of information on how the clean-up is proceeding -- Tepco and the government's nuclear watchdog hold news conferences twice a day on most weekdays -- the authorities have faced criticism for what some have said is a lack of timely disclosure.

"I am very sorry that the public is mistrustful of the various disclosures made by the government on the accident," Prime Minister Naoto Kan said in parliament Monday.
