Ancient stormy weather: World's oldest weather report could revise bronze age chronology

An inscription on a 3,500-year-old stone block from Egypt may be one of the world's oldest weather reports -- and could provide new evidence about the chronology of events in the ancient Middle East.

A new translation of a 40-line inscription on the 6-foot-tall calcite block called the Tempest Stela describes rain, darkness and "the sky being in storm without cessation, louder than the cries of the masses."

Two scholars at the University of Chicago's Oriental Institute believe the unusual weather patterns described on the slab were the result of a massive volcano explosion at Thera -- the present-day island of Santorini in the Mediterranean Sea. Because volcano eruptions can have a widespread impact on weather, the Thera explosion likely would have caused significant disruptions in Egypt.

The new translation suggests the Egyptian pharaoh Ahmose ruled at a time closer to the Thera eruption than previously thought -- a finding that could change scholars' understanding of a critical juncture in human history as Bronze Age empires realigned. The research from the Oriental Institute's Nadine Moeller and Robert Ritner appears in the spring issue of the Journal of Near Eastern Studies.

The Tempest Stela dates back to the reign of the pharaoh Ahmose, the first pharaoh of the 18th Dynasty. His rule marked the beginning of the New Kingdom, a time when Egypt's power reached its height. The block was found in pieces in Thebes, modern Luxor, where Ahmose ruled.

If the stela does describe the aftermath of the Thera catastrophe, the correct dating of the stela itself and Ahmose's reign, currently thought to be about 1550 B.C., could actually be 30 to 50 years earlier.

"This is important to scholars of the ancient Near East and eastern Mediterranean, generally because the chronology that archaeologists use is based on the lists of Egyptian pharaohs, and this new information could adjust those dates," said Moeller, assistant professor of Egyptian archaeology at the Oriental Institute, who specializes in research on ancient urbanism and chronology.

In 2006, radiocarbon testing of an olive tree buried under volcanic residue placed the date of the Thera eruption at 1621-1605 B.C. Until now, the archeological evidence for the date of the Thera eruption seemed at odds with the radiocarbon dating, explained Oriental Institute postdoctoral scholar Felix Hoeflmayer, who has studied the chronological implications related to the eruption. However, if the date of Ahmose's reign is earlier than previously believed, the resulting shift in chronology "might solve the whole problem," Hoeflmayer said.

The revised dating of Ahmose's reign could mean the dates of other events in the ancient Near East fit together more logically, scholars said. For example, it realigns the dates of important events such as the fall of the power of the Canaanites and the collapse of the Babylonian Empire, said David Schloen, associate professor in the Oriental Institute and Near Eastern Languages & Civilizations on ancient cultures in the Middle East.

"This new information would provide a better understanding of the role of the environment in the development and destruction of empires in the ancient Middle East," he said. For example, the new chronology helps to explain how Ahmose rose to power and supplanted the Canaanite rulers of Egypt -- the Hyksos -- according to Schloen. The Thera eruption and resulting tsunami would have destroyed the Hyksos' ports and significantly weakened their sea power.

In addition, the disruption to trade and agriculture caused by the eruption would have undermined the power of the Babylonian Empire and could explain why the Babylonians were unable to fend off an invasion of the Hittites, another ancient culture that flourished in what is now Turkey.

A tempest of rain

Some researchers consider the text on the Tempest Stela to be a metaphorical document that described the impact of the Hyksos invasion. However, Ritner's translation shows that the text was more likely a description of weather events consistent with the disruption caused by the massive Thera explosion.

Ritner said the text reports that Ahmose witnessed the disaster -- the description of events in the stela text is frightening.

The stela's text describes the "sky being in storm" with "a tempest of rain" for a period of days. The passages also describe bodies floating down the Nile like "skiffs of papyrus." Importantly, the text refers to events affecting both the delta region and the area of Egypt further south along the Nile. "This was clearly a major storm, and different from the kinds of heavy rains that Egypt periodically receives," Ritner said.

In addition to the Tempest Stela, a text known as the Rhind Mathematical Papyrus from the reign of Ahmose also makes a special point of mentioning thunder and rain, "which is further proof that the scholars under Ahmose paid close and particular attention to matters of weather," Ritner said.

Marina Baldi, a scientist in climatology and meteorology at the Institute of Biometeorology of the National Research Council in Italy, has analyzed the information on the stela along with her colleagues and compared it to known weather patterns in Egypt.

A dominant weather pattern in the area is a system called "the Red Sea Trough," which brings hot, dry air to the area from East Africa. When disrupted, that system can bring severe weather, heavy precipitation and flash flooding, similar to what is reported on the Tempest Stela.

"A modification in the atmospheric circulation after the eruption could have driven a change in the precipitation regime of the region. Therefore the episode in the Tempest Stela could be a consequence of these climatological changes," Baldi explained.

Other work is underway to get a clearer idea of accurate dating around the time of Ahmose, who ruled after the Second Intermediate period when the Hyksos people seized power in Egypt. That work also has pushed back the dates of his reign closer to the explosion on Thera, Moeller explained.

New report examines national oil pollution threat from shipwrecks

NOAA presented to the U.S. Coast Guard today a new report that finds that 36 sunken vessels scattered across the U.S. seafloor could pose an oil pollution threat to the nation’s coastal marine resources. Of those, 17 were recommended for further assessment and potential removal of both fuel oil and oil cargo.

The sunken vessels are a legacy of more than a century of U.S. commerce and warfare. They include a barge lost in rough seas in 1936; two motor-powered ships that sank in separate collisions in 1947 and 1952; and a tanker that exploded and sank in 1984. The remaining sites are 13 merchant marine ships lost during World War II, primarily along the Atlantic Seaboard and Gulf of Mexico. The report, part of NOAA’s Remediation of Underwater Legacy Environmental Threats (RULET) project, identifies the location and nature of potential sources of oil pollution from sunken vessels. Knowing where these vessels are helps oil response planning efforts and may help in the investigation of reported mystery spills--sightings of oil where a source is not immediately known or suspected. “This report is the most comprehensive assessment to date of the potential oil pollution threats from shipwrecks in U.S. waters,” said Lisa Symons, resource protection coordinator for NOAA’s Office of National Marine Sanctuaries. “Now that we have analyzed this data, the Coast Guard will be able to evaluate NOAA’s recommendations and determine the most appropriate response to potential threats.”

“The Coast Guard is pleased to receive these risk assessments from our partner agency NOAA and looks forward to our continued coordination on the matter of potential pollution associated with sunken vessels in U.S. waters,” said Capt. John Caplis, the Coast Guard’s chief of marine environmental response. “Coast Guard federal on-scene coordinators receiving the risk assessments will carefully review the data and incorporate it into their area contingency plans.”

In 2010, Congress appropriated $1 million for NOAA to develop a list of the most significant potentially polluting wrecks in U.S. waters, including the Great Lakes, specifically addressing ecological and socio-economic resources at risk. Those funds were not intended for oil or vessel removal.

NOAA maintains the internal Resources and UnderSea Threats (RUST) database of approximately 30,000 sites of sunken material, of which 20,000 are shipwrecks. The remaining items are munitions dumpsites, navigational obstructions, underwater archaeological sites, and other underwater resources.

Initial screening of these shipwrecks revealed 573 that could pose substantial pollution risks, based on the vessel’s age, type, and size. This includes vessels built after 1891, when U.S. vessels began using fuel oil; vessels built of steel; vessels over 1,000 gross tons, and any tank vessel.

Additional research about the circumstances of each vessel’s loss narrowed that number to 107 shipwrecks. Of those, some were deemed navigational hazards and demolished, and others were salvaged. Most of the 107 wrecks have not been directly surveyed for pollution potential, and in some cases little is known about their current condition.

To prioritize and determine which vessels are candidates for further evaluation, NOAA used a series of risk factors to assess the likelihood of substantial amounts of oil remaining onboard, and the potential ecological and environmental effects if that oil spills. Risk factors include the total oil volume onboard as cargo or fuel, the type of oil, and the nature of the sinking event. For example, a vessel that was struck by multiple torpedoes would likely contain less oil than a vessel that sank in bad weather.

After this third level of screening, 87 wrecks remained on the list developed for the Coast Guard’s area contingency plans. Among this group, NOAA determined that 36 shipwrecks are candidates for a “Worst Case” discharge event in which the shipwreck’s entire fuel oil and oil cargo would be released simultaneously, and recommended that 17 of these wrecks be considered for further assessment and feasibility of oil removal.

Six wrecks are potential candidates for a “Most Probable” discharge event, where a shipwreck could lose approximately 10 percent of its fuel oil or oil cargo. To date, known oil discharges from shipwrecks are typically in the “Most Probable” category or smaller.

The report, including 87 risk assessments, is not intended to direct Coast Guard activities, but rather provide the Coast Guard with NOAA’s scientific and technical assessment and guidance as a natural resource and cultural heritage trustee.

The Coast Guard, as the federal On-scene Coordinator for mitigating oil spills in the coastal marine environment, the Regional Response Teams, and local Area Committees, as established under the Oil Pollution Act of 1990, will review and incorporate the assessments into regional and area marine environmental response contingency plans. The individual risk assessments not only highlight concerns about potential ecological and socio-economic impacts, but also characterize most of the vessels as historically significant and many of them as grave sites, both civilian and military.

Funding for any assessment or recovery operations determined to be necessary is dependent upon the unique circumstances of the wreck. If a wreck still has an identifiable owner, that owner is responsible for the cost of cleanup. Coast Guard officials say that if no responsible party exists, the Oil Spill Liability Trust Fund would likely be accessed.

Final report on Sandy service assessment released

After a thoughtful and deliberate review, today NOAA released a report on the National Weather Service’s performance during hurricane/post tropical cyclone Sandy. The report, Hurricane/Post Tropical Cyclone Sandy Service Assessment, reaffirms that the National Weather Service provided accurate forecasts for Sandy, giving people early awareness of the significant storm churning toward the mid-Atlantic and Northeast. The report includes recommendations to improve products and services to fully meet customer and partner needs in the future.

“We found that core partners highly value the National Weather Service and thought the forecasts for Sandy were quite good – forecasters performed well predicting the track of this extremely large and complex storm, which undoubtedly saved lives,” said Peyton Robertson, director of NOAA’s Chesapeake Bay Office and team leader for the Sandy Assessment. “But we also found problems with NOAA’s ability to communicate the impacts associated with storm surge, one of the most significant hazards associated with Sandy.”

The report includes 23 recommendations for service improvements, identifying better storm surge forecasts as the highest priority. Although surge forecasts for Sandy were available two days before the storm, the team found that officials in New York and New Jersey needed information sooner and in more user-friendly, unified formats, including GIS maps and warnings that provide specific local impacts. Among others, the report recommends that NOAA unify public communications of forecast information and expand the use of social science to develop products, services and communication tools to drive public preparedness and response to severe weather.

The National Weather Service has already implemented one of the team’s recommendations and is developing an action plan to ensure that the team’s remaining recommendations become reality. Earlier this year, the National Hurricane Center moved to change its policy to issue forecasts and warnings for dangerous storms like Sandy, even when they are expected to become post-tropical cyclones by landfall. This policy will be in place for the June 1 start of hurricane season.

“I’m committed to implementing these recommendations to give America a National Weather Service that is second to none,” said Dr. Louis Uccellini, director of NOAA’s National Weather Service. “We will achieve better storm surge forecasts, and more accurate and reliable weather forecasts across the board, with increased high performance computing capacity that is planned within the next few years to support improved numerical weather prediction models.”

He explained that the agency’s structure and operations were last modernized two decades ago, and much of the agency’s communications capacity was designed in the 1980s.

This spring Congress passed the Sandy Supplemental Appropriations Act, providing NOAA with unprecedented opportunity to strengthen the National Weather Service. The Act provides $48 million in supplemental funding to the agency’s FY13 budget for Sandy recovery efforts and to improve response and recovery capability for future weather events. The funding will allow the National Weather Service to make critical improvements in high-speed computing, higher resolution weather prediction models and key observation systems, among other projects that will improve the agency’s support to local communities for extreme weather events.

Sandy was a complex storm, resulting in 72 direct deaths across eight states and at least 75 indirect deaths, damages in excess of $50 billion, storm surge in excess of eight feet and up to three feet of snow in some places. At close to 1,000 miles in diameter, it was among the largest storms ever to strike the United States. The storm caused impacts in 24 states.

NOAA formed a team to assess the National Weather Service’s performance before and during the storm, as it does for destructive or deadly weather events. Team members were selected from across NOAA and other government agencies. The team’s charter called for the review of three key areas: the issuance and communication of watches and warnings during Sandy; National Weather Service’s use of the Internet to communicate with the customers and partners; and the development and communication of storm surge forecasts and information across NOAA.

Report highlights climate change threats to nation’s estuaries

The nation’s 28 National Estuarine Research Reserves (NERR) are experiencing the negative effects of human and climate-related stressors according to a new NOAA research report from the National Ocean Service. 

The national study, Climate Sensitivity of the National Estuarine Research Reserve System, points to three East Coast reserves, Sapelo Island NERR in Georgia, ACE Basin NERR in South Carolina and Waquoit Bay NERR in Massachusetts, and  the Tijuana River NERR on the California-Mexico border, as the most sensitive to climate change.

“The National Estuarine Research Reserves are uniquely positioned across the U.S. to assess ongoing climate change in our nation’s estuaries which is the degree to which the natural resources and the local communities who depend on them are affected by changing climate conditions,” said Dwight Trueblood, Ph.D. a co-author and NOAA program manager for the study. “This information is important to helping coastal managers and local community leaders make informed decisions about the best ways for coastal communities to adapt to climate change.”

Estuaries are places where rivers meet the sea, providing nursery habitat for fish and shellfish while buffering many coastal communities from the impacts of coastal storms and sea level rise. The climate exposure of each reserve provides first alarm indicators about the effects of climate change on the coastal ecosystems. Ongoing research at each of the reserves provides real-time data about how climate change impacts these important natural resources.

Almost 40 percent of all Americans, or about 123 million people, live in the counties directly along the shoreline and depend on these resources for food, jobs, storm protection, and recreation. Approximately 50 percent, or $6.6 trillion, of the nation’s gross domestic product comes from coastal watershed counties which support more than 51 million jobs.

Researchers determined the extent of relative climate sensitivity in the reserves by looking at five factors: social, biophysical, and ecological sensitivity, and exposure to temperature change and sea level rise.

Key Findings

Reserve ecological resilience was examined and the key underlying estuarine stressors were found to be toxic pollutants, storm impacts, invasive species, habitat fragmentation, sedimentation and shoreline erosion. The most frequently identified factors contributing to these stressors included residential development, land use, population growth, wastewater treatment and sea level rise.

High social sensitivity to climate change was indicated where there is higher employment within natural resource-dependent industries, lower per capita income and median home values, higher percentages of minority populations, and a higher percentage of individuals lacking a high school education.

Social sensitivity to climate change was generally highest in the southern portions of the East and West coasts of the U.S., the Gulf of Mexico and Alaska.

Biophysical sensitivity summarizes each reserve’s relationship between annual spring atmospheric temperature and rainfall data and water quality factors such as water temperature, dissolved oxygen and pH.

Temperature change exposure risk was greatest for reserves located in the Great Lakes, Gulf of Mexico, Mid-Atlantic, and Northeast regions of the country, while reserves in the Gulf of Mexico, parts of the Mid-Atlantic, Southeast, California, and Oregon showed the greatest risk of sea level rise exposure.

The study, funded by NOAA’s Climate Program Office, was conducted by a collaborative, interdisciplinary team of investigators from the University of Wisconsin, NOAA’s National Centers for Coastal Ocean Science, and Office of Ocean and Coastal Resource Management working with staff across the National Estuarine Research Reserve System.  For a digital copy of the full study is available online.

The National Estuarine Research Reserve System is a network of 28 reserves that serve as “living laboratories” around the U.S. representing unique biogeographically diverse coastal ecosystems. Established under the Coastal Zone Management Act, the reserves are jointly managed by NOAA and the coastal states and territories for long-term research, ecosystems monitoring, education, and coastal stewardship. Through integrated research and education, the reserves help communities develop strategies to deal successfully with coastal resource management issues such as water pollution, habitat restoration and climate change.

Report: Drought worsens in key farm states

ST. LOUIS – The latest U.S. drought map shows that excessively parched conditions continue to worsen in the Plains states that are key producers of corn and soybean crops.

The weekly U.S. Drought Monitor map released Thursday shows that the amount of the contiguous U.S. mired in drought conditions dropped a little more than 1 percentage point, to 62.46 percent.

But the expanse still gripped by extreme or exceptional drought rose nearly 2 percentage points to 24.14 percent.

This is the highest percentage of the U.S. in extreme to exceptional drought since Drought Monitor records began in 2000.

The entire states of Indiana, Illinois, Iowa, Missouri, Kansas, Nebraska, Oklahoma, and Colorado are now in a drought.

The nation's biggest corn and soybean producer, Iowa, is still grappling with the drought. The amount of that state in extreme or exceptional drought more than doubled, rising from 30.74 percent last week to 69.14 percent as of Tuesday.

Overall, across the Midwest, reports of water-related impacts are ticking upward as mandatory restrictions continue to ramp upward around the region, the monitor reports.

"As the drought continues, this will undoubtedly become a more prevalent issue as the agricultural season passes and attention turns to next year's crops or herds," climatologist Mark Svoboda of the National Drought Mitigation Center wrote in the monitor.

Report: By 2030, Calif. coast to see seas rise by six inches

The West Coast will see an ocean several inches higher in coming decades, with most of California expected to get sea levels a half foot higher by 2030, according a report released Friday.

The study by the National Research Council gives planners their best look yet at how melting ice sheets and warming oceans associated with climate change will raise sea levels along the country's Pacific coast. It is generally consistent with earlier global projections, but takes a closer look at California, Oregon and Washington.

Although the six inches expected for California by 2030 seem minor, the report estimated that sea levels there will be three feet higher by 2100. About 72% of the state's coast is covered by sandy cliffs, and the rest include beaches, sand dunes, bays and estuaries.

"Rising seas increase the risk of coastal flooding, storm surge inundation, coastal erosion and shoreline retreat, and wetland loss," the report said. "The cities and infrastructure that line many coasts are already vulnerable to damage from storms, which is likely to increase as sea level continues to rise and inundate areas further inland."

Northern California, Oregon and Washington can expect a less dramatic increase — about four inches by 2030 and two feet by 2100 — because seismic activity is causing land to rise north of the San Andreas Fault, offsetting increasing sea levels, and drop south of it. The fault runs out to sea at Cape Mendocino.

The most immediate threat over the next few decades will come from periodic ocean-warming El Nino events, said Gary Griggs, director of the Institute for Marine Sciences at the University of California at Santa Cruz, who was one of the scientists assembled by the council to produce the report.

"During those events, sea level is elevated as much as a foot above normal and then we've got typically larger waves coming in with the high tides," particularly in the Northwest, he said.

If a major earthquake occurs beneath the Pacific Ocean off Oregon, in what is known as the Cascadia subduction zone, that could cause the land to drop, allowing sea level to rise another three feet, the report said. Such a major temblor occurred 300 years ago.

The report was commissioned by states and federal agencies looking for detailed information so they can plan for an accelerated rate of erosion along beaches, bluffs and sand dunes that are already crumbling into the sea.

"A lot of the data we had before was worldwide data or has the caveat, 'Can't be used for planning purposes,'" said Susan Hansch, chief deputy director of the California Coastal Commission. "It all comes down to the better data you have, the better decisions you can make."

Sea levels rise for two reasons due to global warming.

Warmer water expands, which can cause as many as 23 inches of sea level rise by 2100, according to the Nobel Prize winning Intergovernmental Panel on Climate Change.

Then, warmer temperatures cause ice sheets in Greenland and west Antarctica to melt slowly, adding another foot or more to sea levels by 2100, scientists said. But those estimates are for the planet as a whole. Some places will see higher seas and others will get less dramatic increases.

Globally, sea levels have risen about eight inches over the last century, but the rate has been increasing significantly, said Griggs.

The report summarized published projections, such as the IPCC report of 2007, and updated it with computer modeling, as well as an analysis of tidal gauge readings and satellite measurements along specific sites on the West Coast.

U.N. report warns environment is at tipping point

RIO DE JANEIRO (AP) – The earth's environmental systems "are being pushed towards their biophysical limits," beyond which loom sudden, irreversible and potentially catastrophic changes, the United Nations Environment Program warned Wednesday.

In a 525-page report on the health of the planet, the agency paints a grim picture: The melting of the polar ice caps, desertification in Africa, deforestation of tropical jungles, spiraling use of chemicals and the emptying out of the world's seas are just some of myriad environmental catastrophes posing a threat to life as we know it.

"As human pressures on the earth … accelerate, several critical global, regional and local thresholds are close or have been exceeded," the report says. "Once these have been passed, abrupt and possibly irreversible changes to the life-support functions of the planet are likely to occur, with significant adverse implications for human well-being."

Such adverse implications include rising sea levels, increased frequency and severity of floods and droughts, and the collapse of fisheries, said the report, which compiles the work of the past three years by a team of 300 researchers.

The bad news doesn't end there. The report says about 20 percent of vertebrate species are under threat of extinction, coral reefs have declined by 38 percent since 1980, greenhouse gas emissions could double over the next 50 years, and 90 percent of water and fish samples from aquatic environments are contaminated by pesticides.

It adds that of the 90 most crucial environmental goals, little or no progress has been made over the past five years on nearly a third of them, including global warming. Significant progress has been made on just four of the objectives, the report says.

"This is an indictment," UNEP executive director Achim Steiner said at a news conference in Rio De Janeiro, which is to host later this month a U.N. conference on development that protects the environment. "We live in an age of irresponsibility that is also testified and documented in this report.

"In 1992 (when the first of the agency's five reports was released) we talked about the future that was likely to occur. This report 20 years later speaks to the fact that a number of the things that we talked about in the future tense in 1992 have arrived," Steiner said. "Once the tipping point occurs, you don't wake up the next morning and say, 'This is terrible, can we change it?' That is the whole essence of these thresholds. We are condemning people to not having the choice anymore."

Steiner called for immediate action to prevent continued environmental degradation, with its ever-worsening consequences.

"Change is possible," he said, adding that the report includes an analysis of a host of environmental preservation projects that have worked. "Given what we know, we can move in another direction."

The United Nations' upcoming Rio+20 conference on sustainable development would be the ideal forum to spearhead the kind of global action that's needed if the worst is to be avoided, Steiner said.

However, the run-up to June 20-21 conference has been plagued with problems, as developing and developed countries continue to bicker over what the objectives of the event should be.

Speaking in New York on Wednesday, U.N. Secretary-General Ban Ki-moon acknowledged that negotiations on a final document for the conference have been "quite difficult" but he said he was "cautiously optimistic" that the 193 U.N. member states will reach agreement.

"We live in a world of economic uncertainty, growing inequality and environmental decline," Ban told a news conference at U.N. headquarters. "This (conference) is a once in a generation opportunity. … We need leaders to have political commitment and political courage and vision. Short-term measures will not be the answers. You need to have mid- and longer-term visions for sustainable development."

UNEP spokesman Nick Nuttall said the agency deliberately scheduled the release of its report to coincide with the run-up to the conference.

"It tells, we hope in a polite way, but in a scientifically honest way, world leaders who are coming in a few weeks' time why they are coming and why they need to define an impressive outcome for everybody in the world," Nuttall said at the Rio news conference.

U.N. nuclear report shows Japan safety shortcomings (Reuters)

VIENNA (Reuters) – Japanese nuclear regulators failed to review and approve steps taken after 2002 to protect against tsunamis at the Fukushima plant and these proved insufficient to prevent the tidal wave disaster three months ago, a U.N. report showed.

A detailed assessment by experts from the International Atomic Energy Agency -- the first outside review of Japan's nuclear crisis -- suggested several shortcomings both before and after a tidal wave crippled the power station three months ago.

But it also praised the way workers on the ground dealt with the situation at Fukushima Daiichi after the massive earthquake and huge tsunami devastated its reactors on March 11, triggering the world's worst nuclear catastrophe in a quarter of a century.

Given the extreme circumstances it is doubtful "that any better solutions than the ones actually chosen could have been realistically implemented," said the 160-page report, prepared for a ministerial nuclear safety meeting in Vienna next week.

A three-page summary was issued at the end of the 18-member team's May 24-June 2 inspector mission to Japan. It said the country underestimated the threat from tsunamis to the Fukushima plant and urged sweeping changes to its regulatory system.

Japanese authorities have been criticized for failing to plan for a tsunami that would surge over the 5.7 meter (19-ft) wall at the nuclear power station in the country's northeast, despite warnings that such a risk was looming.

The wave that crashed into the complex after the 9.0 magnitude earthquake was about 14 meters (46 feet) high.

In another setback to efforts to restore control over the quake-stricken plant, a rise in radiation halted the clean-up of radioactive water at Fukushima on Saturday only hours after it got under way.

The full IAEA report said there had been "insufficient defense-in-depth provisions" for tsunami hazards, even though they had been considered in the design and siting of the plant operated by Tokyo Electric Power Company, or Tepco.

DECISION DELAYS

Extra protective steps were taken as a result of an evaluation after 2002 -- the projected tsunami height was increased -- but they were insufficient "to cope with the high tsunami run-up values and all associated hazardous phenomena."

"Moreover, those additional protective measures were not reviewed and approved by the regulatory authority," said the report. It added: "Severe accident management provisions were not adequate to cope with multiple plant failures."

The document, obtained by Reuters, was submitted to IAEA member states on Friday but has not yet been made public.

At the June 20-24 IAEA-hosted meeting, some 150 nations will begin charting a strategy on boosting global nuclear safety, but differences on how much international action is needed may hamper follow-up efforts, diplomats say.

Japan's crisis has prompted a rethink of energy policy around the world, underlined by Germany's decision to shut down all its reactors by 2022 and an Italian vote to ban nuclear power for decades.

Three reactors at the Japanese complex went into meltdown when power and cooling functions failed, causing radiation leakage and forcing the evacuation of some 80,000 people.

Japanese officials have come under fire for their handling of the emergency and the authorities have admitted that lax standards and poor oversight contributed to the accident.

In 2007, the IAEA was ignored when it called on Japan to create a more powerful and independent nuclear regulator, and the report underlined the need for greater regulatory control.

"An updating of regulatory requirements and guidelines should be performed reflecting the experience and data obtained during the Great East Japan Earthquake and Tsunami," it said.

Japan has a well organized emergency preparedness and response system but "complicated structures and organizations can result in delays in urgent decision making," it added.

The report also listed wider lessons for improving nuclear safety worldwide and help avert any repeat of the disaster, saying reactors should be built so that they can withstand rare and "complex combinations" of external threats.
